Why do you have to get a blood test when you go to prison?

Just curious....I'm not in prison, but I'm wondering.

precisely, to check if you have HIV or AIDS, to check for Hepatitis--all strains, a lot of people get these disease in prison because of drug use and tatooing which is illegal in prison..i'm sure there are other diseases that they check for also.
