  1. It's because of a "fail to produce/verify". They do this in court to make sure that in fact you do have a D/L and you are the person shown on the D/L itself.

We usually give a person 48 hrs. to produce his/her D/L in Canada before any charges are laid on the "fail to produce", by that I mean if you bring your D/L into the local detachment, and it is verified that you have one and it is NOT under suspension, the fail to produce charge is dropped, and the only thing that proceeds is the traffic violation.

  2. you are required by law in most states to have on your possession your driving permit.

  3. Most states, by law, require you to have in your possession a drivers license, insurance, and registration.  If you do not have these in your possession when you receive a citation, then you are required to show these to the judge.  Sorry, that's just the way it is.

  4. You would be charged with "Failure to Carry or Produce".  You are required by law to have the license with you while driving.  Since you couldn't produce the license to the Officer, you will now have to produce it to the court.
