  1. Pretty much so that if the landing turns to t**d the ground based emergency services can see who is alive and who isn't

  2. So that:

    (a) In case of a crash landing or any mishap during landing all passengers are aware of the outside conditions. It allows one to see the fire or smoke or other hazardous scenario outside.

    (b) It also gives a sense of a normal landing to the persons when looking outside.

With blinds down, imagine yourself as someone trying to locate a switch board in a dark room and you fell down as you hit something in the way.

  3. This is a safety requirement, so that the crew (and passengers) can orientate themselves and have more situational awareness in case of an emergency....since most accidents occur during landing and take-off

for the same reason, they dim the lights in the cabin at night during landing, so that people have a better night vision in case something happens suddenly and it is pitch dark... otherwise people need a whole minute to adjust to the darkness... a few seconds can mean life or death..
