Why do you have to sign them? For instance, if you won, and you signed, and then they take that lottery ticked you signed, it can be unsafe?

  1. You have to sign it to make the money nontransferable to anyone else.  It's so your winning ticket isn't worth anything to anyone else.  It's a type of security.

  2.   Who is "they".. A thief??  If you hit the lottery.. Sign that dang thing.. Guard it with your life.. Don't tell anyone.. Take a limo to the lottery office an cash that suker in..
