Why do you have to sign your Lottery Tickets?

Why do you have to sign them? For instance, if you won, and you signed, and then they take that lottery ticked you signed, it can be unsafe?

You have to sign it to make the money nontransferable to anyone else.  It's so your winning ticket isn't worth anything to anyone else.  It's a type of security.
