  1. My take on it is because since a bus is such a huge vehicle, a crash wouldn't be fatal. Unless a driver RAMMED into the side of the bus, but it's improbable.


  2. Politics and liability concerns. If seat belts were provided in a bus but the operator failed to ensure they were all being used properly he could conceivably be held responsible for injuries sustained by passengers who weren't belted in. And who wants to drive a bus AND play nanny to every single passenger on it as well? Easier and more financially expedient not to have to deal with the seat belts at all. In cars on the other hand we've had groups lobbying for decades to ensure we're protected from our own stupidity.
