Why do you think there are specific prohibitions against levying taxes on particular communities or between states?

  1. Not sure what you are talking about.  Many cities or local areas have sales taxes or income taxes, or both, generally authorized by state law.  Property taxes are also at a local level.

    States have a legal right to authorize taxes within their state - obviously one state couldn't put a tax on another state.

What do you mean by "levying taxes on communities" (by whom)?  The state does that somewhat through property taxes and sales taxes, although, the county may make decisions about property assessments and some communities have their own additional taxes (home rule or county sales tax or city taxes).

    States have no right to tax anything that happens completely outside their borders (unless you live or work in that state).

  4. Article 1 Section 10 of the US Constitution prohibits states from such activity.
