Why do you think they decided to use a girl's voice to play the part of Near in the Death Note TV series?

Well, Near's like really young, right?  That means that he probably hasn't changed his voice yet, so a grown man voice actor probably couldn't do a good job sounding like a young boy.  And there aren't many child voice actors out there.. so I guess having a woman do a child's voice is the best bet.  It's not that uncommon to have women playing the voices of young boys.  In my opinion, she did a convincingly good job (like everyone else on the English adaptation of Death Note).
