  1. If you repeat others, you are not a writter,

  2. In hard news, it would almost never be done that way. Features or "new journalism" (which isn't that new anymore) a la Hunter S. Thompson or Tom Wolfe, sometimes do use first person.

  3. You don't unless you, the reporter, were part of the action.  Most news articles are written by reporters who are telling about events in which they were not involved.  They're usually in 3rd person.
