Why does America give FAFSA to non citizens is this fair rewarding people not to become citizens?

When this country is mostly made up with immigrants but choose to become citizens. Can someone give a answer as to the benefits of doing so. Why non citizens?

  1. I don't see why it matters.  FAFSA is mostly for applying for student loans, which means the individual will eventually have to pay it back, citizen or not.  If the non-citizen qualifies for grants, then they must have some qualities and skills that would be beneficial if they stayed in the country.  The productivity they provide would be worth the initial investment of the grant.
