The structure of the Australian Government may be examined in light of two distinct concepts, namely federalism and the separation of powers into legislative, executive and judiciary branches of government. Separation of powers is implied from the structure of the Constitution which breaks down the branches of government into separate chapters.Australia is like other federations such as the United States, Canada, Germany, India and Malaysia all of which have three levels of governance at local, state and federal levels.

           As to whether or not Australia needs three levels of government depends on what its people choose to have.  Since they have approved that they wiill have three levels of government, then that means they see it as the most appropriate form of government.  What is important to note is that this is what is provided in their constitution and until such constitution is amended, then they will continue to have three levels of government  in a consitutional  monarchy form of government.under a parliamentary democracy
