thats because george bush dosn't need one to say something but obama actually dosn't really know what hes going to say and he sort of just goes with the flow and that will probably cost later

Haven't noticed.  Even without a teleprompter, Barack Obama still pronounces words correctly.  He just takes the time to think about the words he wants to use instead of just making up words like Bush has a habit of doing.

because George Storos tells him what to say and when you get good at that when you are rich you know and you use your influence in media communications to make sure voters see what you want them to see 24 hours a day

When critiquing someone else's English, you should write things in the correct context. "with out" is actually "without".

I think he sounded good he took his time and said what he wanted to say. Bush can not be compared to a anyone he is in a class all his own or you could always put him in with the monkeys :-)

Since when did being less fluent in English have anything to do with making up what a good leader is all about? Judge the candidates based on theissues and views they stand on, not by how they speak or what they look like.
