Why does Bush keep creating hurricanes and sending them to New Orleans?

Is it because he hates blacks?

Is he trying to get McCain elected?

Is he trying to help out his BIG oil buddies?

I know it has to be Bush's fault but I can't seem to put my finger on what his evil motivation is this time. Help!
