Every state has two senators.  It's in the Constitution.  Congressmen, the members of the House of Representatives, are apportioned by population.  California has fifty-three Congressmen, Alaska has only one.

not true, DC has two "Shadow Senators" and a phantom Representative.  The rep in the House is Deligate Eleanor Holms Norton.  It goes back to the Missouri compromise.
