Why does Gary on Spongebob meow when he is a snail???

Because it's just a cartoon, and he's like his pet cat, but since they're underwater, he's a sea snail.

He may look like a snail but under the ocean, every snail in the sea, is a definite cat. It was probably the creator's idea to make Gary and any other snail sound morel like a cat.
