Because he thinks it was a very interesting question. It is a way to complement the asker.

That a very interesting question, I think its because, it give him some time to think.  Most people when asked question have some sort of mannerisms when they are talking, Some people repeat the question.  Some people just pause, some people say well, like, um, hmm.  Its just a speech mannerism that people use to fill the void while they process the information and think of an answer.

It takes him that time to remember what d**k Cheney trained him to say. Oftentimes, George has difficulty getting his mind of the latest episode of Battlestar Galactica.

It's a common stalling tactic.  It is supposed to be used to think, before you speak.  In G.W's case, I think he is trying to figure out the question.
