    'At the end of the daaaaaaaaaay"

    Or

    "Cleeeeeeaaaaarrrrrlllllyyyyy".

    Or

    "I find it interestiiiiing..."

  4. Because he thinks it was a very interesting question. It is a way to complement the asker.

That a very interesting question, I think its because, it give him some time to think.  Most people when asked question have some sort of mannerisms when they are talking, Some people repeat the question.  Some people just pause, some people say well, like, um, hmm.  Its just a speech mannerism that people use to fill the void while they process the information and think of an answer.  

  7. It takes him that time to remember what d**k Cheney trained him to say. Oftentimes, George has difficulty getting his mind of the latest episode of Battlestar Galactica.

    It gives him time to think for something to say, problem is you could give him all the time in the world and it would still be the wrong answer.

  13. It's a common stalling tactic.  It is supposed to be used to think, before you speak.  In G.W's case, I think he is trying to figure out the question.

  15. It bus him time to engage his brain.  Too bad it doesn't work most of the time.

  16. I don't really care how he begins his responses.  It's the lies and propaganda that follow that are upsetting.
