  3. They did compete. At the opening ceremony, they received lots of applause.

    They just haven't won any medals.

  4. They are there. They don't have nearly as many athletes competing as they have before because their Olympic federation was run by one of Hussein's sons, and when that regime fell, the Olympic sports program crumbled as well and is in the process of being rebuilt now.
