Why does Rosalie use the name Hale?

because remember in eclipse when she told her story about her fiance and how she was gonna marry him but then... yah so her name when she was a human was rosalie hale and so im pretty sure she decided to keep it cause she wanted to have a piece of her human life and then jasper took the last name hale cause the story in forks is that rosalie and jasper are twins and so it would be weird if she kept her origional name before she was "adopted" and he didnt

Because she is too selfish to use someone others surname. That's why Emmet took her last name instead her taking his.

It's said in Breaking Dawn, I think, at these same words.
