Why does TTC trains always stop at Chester Station on green line?

I noticed that the TTC always delay a bit longer when it comes to Chester Station on Green Line. Is there a reason?

 To my knowledge this is one of the stops where they change drivers, so sometimes its due to a driver change, i believe that the rest of the time it is them just pausing there to get back on schedule.
