Why does Yahoo periodically disable the recommendation option on the news/discussion message boards?

I can't seem to find a definitive answer to this question, and Yahoo does not seem willing to explain. Does anybody really know why Yahoo periodically disables the recommendation option on their news discussion message boards?

It might have something to do with how volitile a topic is. However - the Foley story is a hot topic but the recs are working there.

Doesn't it seem uber-lame that Yahoo doesn't answer questions about Yahoo?
