it could have swimbladder problem u can get s solution to treat this

Every fish has their own personalities.  Some like top water some middle and some bottom.

If your fish isn't showing signs of outward disease, listing, swimming funny and if he is eating, this could be where he feels comfortable.   I wouldn't worry unless he starts showing odd behavior.

Please do not add rock salt to your goldie tank.
