Why does a parakeet do this?

He is only about 5 months old. He will get sideways on the cage, stick his tail out and rub his butt on the cage back and forth up and down. Why? And I dont know if its a he or she, Im just calling it he for now.

Don't know why it would be doing that...maybe it's got an itch...

But you can tell male or female by the nose area above the beak. If it's a bluish color it's a male, if it's female it's kind of a light brownish.

That may be her way of scratching or streching :)
