Why does a person do this when one can go to a beach and see more?

Why look up a dress? All one will see is undies. A beach shows more so why not go to a beach and take in a legal view.

They don't necessarily see undies all the time. And some undies are more revealing than bikini bottoms. And it's just plain weird and creepy. I used to take care of an old man who tried to look down my top all the time. Creepy perverts will be creepy perverts.

It's the thrill of doing something wrong. The girls at the beach want you to look, so it's not exciting. However, looking up a girl's dress when she's not aware, that's a challenge.
