Why does a steel cylinder of liquid chlorine feel cold to the touch as it is taken from the cylinder by vacuum

When the cylinder of chlorine is sitting without the vacuum attached it is room temperature to the touch. It is only when the vacuum is attached and the chlorine is drawn from the cylinder that the cylinder feels cold to the touch.
