  4. It is a different diameter. Inside the table, there are a series of ramps that direct the balls to the collection area. The cue ball is a bit bigger and will not pass a filter gate. It get's shunted off to the pocket where you pck it up.

  5. Obviously, you're refering to coin-operated tables here. The answer is simple. The cue ball is larger than the object (numbered) balls. Also, the cue ball on coin-op tables are sometimes "weighted" heavier. The better coin-op tables, use a weighted cue ball, in lieu of a larger cue ball, in order to have a natural center-ball hit, when the cueball contacts the object ball and/or the cushions. This allows for a truer role and truer "action".

It depends on the table.  Valley pool tables have a magnetic bar inside the table close to the ball trap that guides the cueball which has a metal core out of the return.  Some cueballs are bigger or heavier, but it really effects the way those balls play.  Diamond smart tables have a Lazar system in the table if you are using red circle cue balls to tell the difference.
