i guess it has something to do witht the fact the the site is called 'answers' so contradicting its title by 'asking' a question is sort of like a penalty.

This is  to discourage you from asking question. When you answer a question, you share your knowledge. That is why, 2 points are awarded to you for sharing your knowledge.

When you ask a question,you are seeking knowledge from others & you have to spend 5 points for it.

I think it's because they don't want people asking loads of questions, and never contributing.
