Why does car compass always read N to NE ?

I am guessing that you mean it reads NE when you are headed North.  The reason for that would be the migration of the North magnetic pole.  It is moving from Canada toward Siberia.  Because the magnetic pole is southwest of geographic north and the compass points to magnetic north, if you are headed toward geographic north, your compass would read northeast.

Located hundreds of miles south of the geographic North Pole lies the magnetic North Pole at approximately 82.7° North and 114.4° West (2005), northwest of Canada’s Sverdrup Island. However, this location is not fixed and is moving continually, even on a daily basis.

The earth’s magnetic pole is the focus of the planet’s magnetic field and is the point that traditional magnetic compasses point toward. Each year, the magnetic North Pole and the magnetic field shift, requiring those using magnetic compasses for navigation to be keenly aware of the difference between magnetic north and true north. The magnetic pole was first determined in 1831, hundreds of miles from its present location.

that is called magnetic north... about 11-14° off of true north...

Any compass will always point to the North, it is designed to do that, your direction of travel then is in relation to the point of the compass, if you are going left of the compass point you are going west, if right you are going east, if you are going opposite direction you are going south.

You probably have something electrical close enough to it that is generating a magnetic field that is interfering with it.  

Or else it is just plain broken.
