Why does everybody think sushi is fish

Because fish is the main ingredient.  Though it is true that "sushi" refers to the rice, not the other ingredients.

Fish is the most popular ingredient in Sushi, therefore it has taken on the face of raw fish. Other ingredients are used in many dishes but it is predominantly fish.
