Okay... lets break it down. Democrats support higher taxes on the rich and, thus, higher spending on social programs. Republicans support lower taxes and lower social spending.
The policies a Democrat would enact provide two incentives (actually one incentive and one counter-incentive). They entice the poor to remain poor because the less they earn, the more they get from the government. The counter-incentive goes to the rich to earn less, because the more they earn, the more they have to pay. There is no incentive to work hard, thus making the poor remain poor instead of bettering themselves.
On the other hand, Republicans support fewer taxes, which incents the rich (and corporations) to earn more and to grow the economy, which increases jobs. Then, with fewer dollars spent on social programs, it incents the poor to get a job which allows them to better themeselves.
Seems like the blame is bass ackwards to me...
