Why does free people search cost money?

I tried to look up an old friend and I went to free people search and when I tried to search for them the web site asked me for billing information. WHY?

Rip-off, isn't it?  I did the same thing.  Went to a "free" site.  Well, sure, the site was free, but then you had to pay to see the results.  I actually paid once to see a result of someone I was looking for, and it wasn;t even the right fellow.  I tried to get my 9.95 back but , no luck.
