  3. The question presumes something that is not true.  Cell division does happen in the brain, particularly in the region of the hippocampus.

    For many years it was taught that the brain did not create new neurons.  However, more recent work shows that the previous findings were not true.

  4. There are probably a number of control factors that cause the brain to stop cell division after a young age. On the molecular level of proteins, there is a lot of unexplored territory in the cell cycle process.

    Perhaps a couple general reasons the brain doesn't have a rapid cell division cycle include:

    * The brain may over-produced nerve cells during embryonic development, producing enough neurons for a life-time.

    * One type of control-factor in the cell cycle is called density-dependent inhibition. Cells stop dividing once they are bunched up next to other cells; perhaps this applies to brain cells as well?

    Most cells in the human body are not in the cell division stage. Most cells in the body are in G-null phase (no division).

    With that said, the brain is dynamic; neurons in the brain can and do grow, repair, and regenerate (from the  hippocampus)

    Forming new memories and associations causes changes in the brain, and perhaps even new growth of neurons. Another example, stroke victims may lose functions (speech, motor movements etc) due to damaged brain areas. However, these functions can be (partially) regained, because the brain can 'rewire' itself. This is called brain plasticity or neural plasticity.
