He's a baby..babies cry.  Make sure all the necessities are covered, Fed- clean diaper- warm, but not too warm.  Does he just want the comfort of being held.  Note: you can not spoil a baby.  Being held is a very important part of a baby's mental health.  Does he need a pacifier?  The oral sucking is a normal habit of a baby and needs to be addressed.  Don't worry about being attached to the pacifier as this is a trait he will break from with your help later when it is not needed.  

How old is he?  Is he still an infant where swaddling is important still?

He might be gassy/colicky.  Gas Drops help wonderfully.

There are alot of reasons babies cry.  As you get used to your little guy you will figure out what his needs are.  Frustrating..OMG! yes!
