  1. you  arent  very  specific  in your  question  but  here  is  one  point .

    horse  power is  how  they  rate  engines which may  or  may  not  be  subject  to  various  formulas.

    but  thrust  is  the measure  of the  amount  of  force created  by  the  system as  a whole.  

    different  propellers  on the  same  engine, for  example,  can  give  you  diferent  amounts  of  thrust for  different  purposes, without  changing  the  rated  horse power.

    some  are  designed  for  cruising while  others  are  designed  to  accellerate  more  quickly (for  watersking  perhaps) the  number  and  size  of  the  prop blades  as  well as  the  angle  will  alter  thrust


  2. If you're asking about the electric trolling motors, it's because the motor output is usually a fraction of a horsepower.

  3. thrust is the amt of power from a standing start. Horse power isan eqaution which also factors in time.
