Question:

Why does it divide the city??

I live in a small town of about 100,000 people, and I was wondering why the interstate divides the city in half. On one side, there is shopping and houses and hotels and stuff, and on the other side, there is like a farm with cows and junk.

It is like 8 lanes wide and it is really ugly and distracting. Are most places like this or is my town just retarded?

Unfortunately many places are like this.  Most of the time what happens is that the town grows to where the Interstate is and then surpasses it.  In your case the farm and highway was outside of town when the highway was built, but as the town grew closer to the highway, it got closer to the farm.  The farm has probably been there since the town was formed and kept in the family, otherwise a contractor  would probably purchase the land and develop it.
