Why does it itch when pubic hair starts to grow back?

I know how to make it stop. I just want to know WHY it has to itch.

It's when it starts growing back, it has to push through the hair opening.

Exfoliate regularly and it shouldn't be to bad.

When the hairs are long they are softer. When they are just stubble they scratch against your inner thighs. Same thing happens with a beard. When it's just coming in it itches like a devil where the under chin rubs against the neck.

some hair might be poking the skin if it's ingrown hence the itch
