when it smells fishy or like a bay.... then it isnt cured.

you need to have it outside of the aquarium in like a bucket with circulating water and allow it to cure for a few weeks.

the process is called curing, live rock that doesnt smell is called cured and then it is ok to add to a reef setup or FOWLR

live rock is "live" because it's covered in bacteria. bacteria often smells bad, but this bacteria is good for the life of your aquarium.
