Why does mankind dump raw and treated sewage into the bays ???

wount it be smarter to put in low lieing flat bins to evaporate,then use mixer in building highways etc...

  2. raw and treated sewage can be dumped into any body of water if it has the correct NPDES permit (national pollution discharge elimination system). sewage can be anything, including storm water runoff from a parking lot. so through the permitting system the "sewage" gets tested and the impact on the local body of water it would be entering is determined. and from there a treatment plan is designated if necessary. there are a lot of regulations and permits dealing with this. but sometimes its unavoidable. but still its regulated.  

  3. It is economical for the industry or factory .It is not only polluting the bay but also affects many fishes and that we are eating. The industrial wastes should be treated very well before discharging into river.  

  4. You've never been to a wastewater treatment plant (WWTP), have you? It smells bad enough as it is. Further, you would have to have a great deal more land to treat it your way and it would take forever. Raw, untreated sewage is 99% water. It is far easier to skim floating material, scrape the stuff that settles out, and digest the rest. Some plants sterilize and sell the sludge for a soil amendment (Milorganite, Philorganic). The others send the sludge to special landfills. If treated properly, the effluent from a WWTP can be cleaner than the stream it flows into.

In the USA, raw sewage is only dumped either illegally or by accident.  Treated sewage is for the most part as clean as the water in the bay.  Your way is not feasible as that it takes either tons of energy or huge, huge tracts of land.  NY City would need Connecticut for evaporation.  The solids left are organic in nature and decompose, so their use in building materials is also not a good option.
