It's not like he then lays on it. He just walks away...

  1. The behavior is nest making but he is basically doing it because he can

  2. He might be doing it for attention, or he might just simply have a weird quirk.

My mom's bernese mountain dog gets mad when she's left alone at night and will systematically bunch up every rug in the house.  It's pretty funny when we come home, because nothing else has been touched, but every rug is bunched into a pile.  :)

  3. He was a home decorator in another life and likes them that way...

My first reaction was to say he's just making a bed--but he doesn't lay down on them...

Sounds like he just likes them that way, dogs have their issues, too.
