Why does my Honda Civic make a loud sound after going high speeds?

Occasionally, my civic makes a scraping/mid tone loud squeal sound after going fast on the freeway.

-->The sound only stops if I put my foot on the break and slow down but will immediately start again if I take my foot off.

It will also sometimes make the sound again after parking and restarting my car while driving slow speeds. My mechanic recently checked my breaks and said they are good.

2000 honda civic ex, 2 door, manual

The car has been in front end accidents in the past.

Before this problem, I noticed my car sometimes makes a squeal like sound when backing up (regardless if my car is in reverse or neutral and if my clutch is down)

I would use common sense and take it to a shop, i mean it could be hundreds of things causing this, we cant see your car and all it will be is a guess, again, get it to a shop and pay a professional to diagnose it, its like if you had an irregular heartbeat, would you ask what it is here and how to fix it or would you see a doctor
