Why does my TV still sound like its on when the switch is turn off?

Sounds like it's in "Stand-by" rather than off. You may have to acutally push the power button on the tv to turn it all the way off. To check, when you hear that static noise...extend you hand palm first as close to the screen as you can without touching it. If you feel/hear static, than there is power still on in the set.
