  1. Resolve!

  2. Peeing outside of the cat box is sometimes an indication of a urinary tract infection.

  3. An UTI is possible, but if it is only in one area its not likely.  Vinagar will remove the odor.  It might smell a little after but it will fade a lot sooner than the urine.  You have to remove the smell if you ever want him to stop.  Is he fixed?  Might be marking territory.

  4. Zero Pet Odor (only online is the place to get it). It does work.  Also, an enzyme cleaner like Nature's Miracle.  Use a black light in the dark to see if the stain is still present after you clean.

Depending on how long this has been going on for, how far down it got, and if your cats sick, the smell may never go away.

  5. Because you kitty has peed there before.  You didn't specify what  material your  recliner was made of.

Once something is peed on it is usually ruined.  You may not be able to smell anything after cleaning the recliner but the cat's olfactory senses are much greater than yours and their nose is closer to the chair.

If you can steam clean it then try that but remove the chair from the environment and allow it to air out for a couple of weeks.

Maybe kitty will *forget* that is was urinating there.....and maybe not!

    Good luck!
