Hi Adam...cats who urinate frequently may have either a urinary track infection/disorder, feline diabetes, or kidney failure.  It is imperative to  have your cat evaluated by a veterinarian quickly.  The latter two problems are very life-threatening if left untreated.  Urinary tract disorders can be treated with antibiotics, which will clear up the frequent urination.

If your cat is urinating inappropriately outside the litter box, it's most likely a urinary tract disorder which still requires antibiotics.
