Absolutely not - they can not made it. Used postage stamp are USED, can not be reused, and can not be exchanged for new one.

Probably (I believe) they used it like charity gift to some philatelist club, or other club, maybe there someone are collector, and maybe they sold it to other collector just to generate some revenue, it can be many good reason why Your church collect it.

I hope that intention or Your church are good - and simply ask there administrator - You will receive answer.
