You didn't pay the bill?  That means the feature was removed.

either there is a trouble with the CID device, check that the batteries are good, or wall wart power supply is connected, if everything is connected properly, and getting proper power, check with another CID enabled device.

if you continue to have trouble with the CID, contact your local telephone repair department, as CID troubles are either equiptment troubles, or are not programmed properly at the telephone office (the switch)
