Why does my economy 7 have two blocks of time when it comes on? Namely 10pm until 12 and 2am-7am?

My bill seems to have rocketed recently. Winter bill (Oct-Apr) is 8 times higher than summer bill (May-October). I live in a one bedroomed property and have two storage heaters.

Economy seven uses off peak electricity and that is the time they use.....it may be that your thermostat in the boiler is not working....it shouldn't need to be actually heating for the whole of that period....is it heating storage radiators as well, as you can turn those off in summer.
