Why does my internet speed slow down?

I have a cable modem and D-Link router with a 100mbps ethernet cable plugged to my computer.

About 10 minutes ago, right after restarting my router(turning it off and on), I did a speed test and I had 2800kbps download speed and 950kps upload speed. I guess this would be my fastest speed. However, I just did a speed test again just now, and my results were 1000kbps download speed and 230kbps upload speed.

Why does my internet slow down? Sometimes when playing online games I find the matches very laggy, so I restart my router again, and then everything plays smoothly.

As said above it could be your I.S.P  , or if you are running other programs at the time that require internet they would also take some of the connection , also those download tests pick random regions to test from so you couldve also just got a bad server test , and as for the On-line Game matches check your not downloading or running other internet programs or if anyone else is on your network make sure they are not doing anything to hog all the bandwith . and if it happens every now and then on the match ( not all the time ) could just be there servers being flooded

The problem could be your ISP or someone has hacked your network and is using it.  Change your network key and see if it helps.
