Why does my messages messages not go out when I approve them?

I am the moderator for our group and I have to approve all messages.Well when I approve them they don't go out to our members, they just go to the groups page.The owner has had the same problem.Every ones profile in our club is set to special notice.I have looked at everything and can not find the answer.Please help.

special notice is when you, (the owner or moderator) click post on the left  of the group, and below will be a box to select Special Notice. that is the only way to send a special notice and the only place you will see that box to check to use it.

if you go click post- send a test and check the Special Notice box, all those members set to Special Notice WILL get it in their inboxes

if you're members are all set to specail notice, they wont get any approved posts. if they want posts in their e-mail inbox, they need to select individual mail or digest.
