Why does my phone line go dead?

I think it's the box outside, we have digital phone through the cable company and they have been out to fix it twice, and it's still doing the same thing. Occasionally going dead, no dial tone, no internet, nothing. But if we call our number it will ring through (most of the time) an then work.

Now, my dog has chewed on the box and the cover is now off, is there a way to fix this?

I suspect you will not be able to get a replacement box.  I suspect further that the dog (or someone) damaged the equipment or hardware inside as well and this is your problem.  Your CATV people are likely going to charge you for repairs as this is likely under their "abuse" clause.
