Why does not Europe make a Marshall Plan for Africa?

The Marshall Plan helped developed economies ruined by war to recover.

Africa has no developed economies outside South Africa.

For example, Zimbabwe doesn't need money; its needs to end corruption, as do some other nations.

Why send money to the thieves in the governments..

Well its not needed economically. America needed to restore Europe economically to continue trading. Without Europe as a trading partner it would be pretty much doomed.

Europe and America ( in my opinion ) are both economically and politically keeping the other above the water...

Giving money to Africa would be a waste. I mean it in terms of economy, its not that I dont want to help them.

Africa first needs to sort itself out and make itself attractive somehow, for investments. Otherwise its wasting money.
