You need to have an electrician check the starter coil as they can over heat. The other problem is.  It might be burnt up.  Have it checked.

Please provide more information. Is it a new system? Has anything been replaced recently, has there been any damage?

Indoor fan or outdoor fan?

If it's the indoor fan, is there any ice on the refrigerant lines at the outdoor unit?

If it's the outside fan, can you hear anything else running in th outdoor unit.

Need more info to help.

The indoor blower fan will shut off when your Thermostat reaches the desired temperature, you can bypass this by placing the fan in the ON position (usual done on the T-stat)

It depends. It is probably a relay that is overheating and works intermittently. Don't call a tech because there is a simple test you can do to save yourself some money. I can't tell you the test because I would be out of a job. I am a tech.
