  1. It is a hygene issue probably. They want to make sure that the swimsuit you use is used for the pool only, not street wear.


  2. The hygiene issue mentioned is important.

    The optimal swimwear for swimming (in classes or otherwise) is your own skin and nothing else, however, with situations in some schools where that is not possible the next best thing is the brief swimsuit (speedo type).  It provides for the proper coverage of the genitals while allowing the freedom of movement you need for your legs.  Boxer style swimwear and board shorts don't allow for that leg movement.

  3. Besides the private schools it's also state schools and public pools and spas. It's for public health and safety and liability rule. Most pools here in Australia now even require you to wear a swim cap also before entering the pool. When you go to school in the UK or in here Australia you have to wear a school uniform when you attend school. At school a swim brief (speedo) is the required swimwear uniform all guys here wear during swimming diving or water polo and surf lifesaving training.
